Background / Rationale
Executive Order 103 signed on May 7, 2002 dividing Region IV (Southern Tagalog) into Region IV-A (CALABARZON) and Region IV-B (MIMAROPA) to focus on economic development and facilitate delivery of social services spurred the creation of the Regional Research, Development, and Extension Consortium for MIMAROPA. On May 9, 2008, the SUC Presidents agreed to have a separate R& D consortium for the MIMAROPA Region. The initial name introduced was MIMAROPA Agricultural Resources Research, Development and Extension Consortium (MARRDEC). On July 30, 2009, the name MARRDEC was changed to Southern Tagalog Islands Research Development Consortium (STIRDC) to accelerate the growth of the island provinces of MIMAROPA.
The Consortium is intended to serve as a venue for planning, implementing, monitoring and evaluating regional R, D & E programs that cover various disciplinary areas of scientific and technological fields, and for capability building of researchers. The consortium concept relies on the combined individual strengths and capabilities of the member-agencies in carrying out their given mandates in coming up with regional S & T agenda.

Purpose
The STIRDC shall coordinate the planning, implementing, monitoring and evaluating of integrated regional research and development and extension programs and related activities in the various scientific and technological fields.
It shall develop strategies and implement a dynamic system of research and development and extension management attuned to the development needs of the MIMAROPA Region, with the view of promoting and utilizing research results and information to support regional, as well as national development goals.
