DOST-MIMAROPA Spearheads the Creation of the MIMAROPA Regional Research, Development, and Innovation Committee (RDIC) for Regional Development

Consistent with its commitment to accelerate research, development, and innovation, in the region, the Department of Science and Technology- MIMAROPA (DOST-MIMAROPA) successfully lobbied the creation of the Regional Research, Development, and Innovation Committee (RDIC) as one of the special committees under the MIMAROPA Regional Development Council (MIMAROPA RDC).

The RDIC aims to bridge the gap and challenges of regional socio-economic development by ensuring researches, innovations, and other S&T-based projects are relevant, responsive, and aligned to regional development thrusts. The RDIC will be in charge of articulating the R&D policy direction as well as harmonizing and prioritizing the R&D initiatives for regional development.


The Committee will be composed of the Regional Director of DOST-MIMAROPA and other regional line agencies including the Department of Agriculture (DA), Department of Health (DOH), Commission on Higher Education (CHED), Bureau of Fisheries and Aquatic Resources (BFAR), Department of Environment and Natural Resources (DENR), Department of Education (DepEd), National Economic and Development Authority (NEDA), Philippine Statistics Authority (PSA) and Department of Budget and Management (DBM); the presidents of the six MIMAROPA State Universities and Colleges (SUCs); Provincial and City Local Government Units (LGUs); and the Private Sector Representatives. The DOST-MIMAROPA Regional Director acts as Chairperson of the Committee, while NEDA-MIMAROPA is the vice-chairperson. The co-chairperson, on the other hand, is Mr. Rodolfo Plopinio from Jopson Agri livestock Integrated Resources Inc., who was elected from the private sector representatives of the Committee.

The committee was approved through the efforts of DOST-MIMAROPA Regional Director Dr. Ma Josefina P. Abilay and with the endorsement of the two regional R&D consortia— MIMAROPA Health Research and Development Consortium (MHRDC) and Southern Tagalog Islands Research and Development Consortium (STIRDC). It started in March 23, 2017 when the DOST Regional Directors passed a resolution to create the RDIC under the RDC in adherence to the Chapter 14 of the Philippine Development Plan particularly in encouraging innovation and adoption of new technologies.


Now, since the committee and its technical working group held its first joint meeting in November 8, 2017, it has been regularly holding quarterly meetings to ensure the fulfillment of its goals and objectives.

As one of its major activities, RDIC conducted a workshop last April 17-18, 2018 at the Golden Phoenix Hotel, Pasay City to formulate the MIMAROPA Regional R&D Agenda (RRDA) 2018-2022 that integrates all R&D endeavors of Regional Line Agencies, State Universities and Colleges, Local Government Units, and the private sector into one document. Also, the RRDA 2018-2022 will serve as a comprehensive reference guide for the RDC and other policy making bodies, funding agencies, donors, and researchers from the public and the private sector in conducting R&D efforts in MIMAROPA.
